The https_port directive in Squid is not about caching https, it is
about allowing Squid to act as a SSL server.
Allowing Squid to act as a SSL server is very good for reverse-proxies
where Squid runs infront of your web servers.
It is not meaningful to be used for proxying requests to the
Internet..
To use the https_port directive Squid must be compiled with
--enable-ssl. This small fact is noted next to the https_port
directive in squid.conf.default if your Squid is not built with
--enable-ssl.
