WCCP may be what you want. It /transparently/ redirect web traffic to
the proxy, and bypass it when the proxy is down.

Combining bridging and port redirection would do the trick. Many people
have done it. You may want to solve a problem to allow ALL the traffic
to pass through if the proxy is down. A relay between two
interfaces that will automatically on when the proxy is off is one of
the solution come to mind.
