Your delay_parameters seems to be missing data. You have defined a class 3
delay_pool:
delay_parameters pool aggregate network individual

I have compiled Squid with --enable-delay-pools
options but it's not working. My delay pools
configurations are these
acl all src 0.0.0.0/0.0.0.0
delay_pools 1
delay_class 1 3
delay_access 1 allow all
delay_parameters 1 64000/64000
and when I start it's showning message shown below
salesproxy# /usr/local/squid/bin/squid -k reconfigure
