Get and install the Source RPM, then see the SPEC file.
On RedHat the procedure is
rpm -i squid-xxx.src.rpm
cd /usr/src/redhat/SPECS
[edit squid.spec to suit your needs]
rpm -ba squid.spec
Other OS:es may use other paths for /usr/src/redhat
