Yes. Squid-2.4 does not look in /etc/hosts by default. It only uses
DNS.

To use /etc/hosts your can either

 a) Recompile Squid-2.4 with the --disable-internal-dns option. Beware
that this makes your Squid more sensitive to DNS outages, and can
cause DNS lookups to be a noticeable bottleneck for larger
installations..

 b) Upgrade to Squid-2.5 (currently in late beta)
