Unless you are using never_direct, Squid only picks one proxy and if this
fails it will go direct.
However, when 10 requests to a certain proxy have failed in a row then Squid
will define the proxy as dead and stop trying to use it until it responds on
the proxy port again.
Note: You probably should specify no-query on your cache_peer lines...
