Yes. ipchains REDIRECT is known to be broken in Linux-2.4 up to and
including 2.4.16 or something like that.. and as very few are
actively using ipchains on Linux-2.4 in this manner I would not
regard it as a stable feature of Linux-2.4 even in later Linux
versions..

Yes, provided you can run a 2.2 kernel...

Going back to a older kernel is not always possible.. RedHat 7.1 and
later is built for Linux-2.4 or later.. You are welcome to try
runnning a older kernel if you think it will work but I am not very
optimistic..

The preferred solution to the ipchains problem is to convert to use
iptables, the Linux-2.4 native packet filtering and NAT framework..
