I have checked my installation. I find ncsa_auth in
/usr/local/squid/bin/, and not find it in
/usr/local/squid/libexec/squid/.
I also ckecked that I have not installed htpasswd before.
Maybe the reason of warning dues to the lack of installation
of htpasswd?
I downloaded a file named "chpasswd-1.4.tar.gz". Can I
use it to create passwd file?

You create this file by using htpasswd or a similar tool. Remember
that Squid expects "crypt()" encoded passwords (some versions of
htpasswd supports multiple formats, see the htpasswd manual).
