A "server" or "workstation" is a subjective judgement based on the power of
the machine and the applications running on it. Well that's a bit simplistic,
but anyway, Linux can run as a workstation setup or a server setup and still
be able to run Squid.
But for an ISP, you clearly have to dedicate a machine to caching, and you
probably want SCSI internally because IDE, in spite of recent improvements in
transfer speed, is less reliable, and more to the point has higher latency due
to slower access times intrinsic in the hardware itself.
Depending on the number of users you have, you may need to deploy more than
one server, and Squid is ideal because you can have two or more servers
sharing the load at different points in your infrastructure (one for each
point of presence, which check with each other on your internal network
bandwidth before going out to the Internet to answer queries).
Of course this all depends on the scale you're talking about, but for Squid,
unless you're just testing for a small LAN, really needs dedicated rights to
memory, because it is memory-hungry.
