[squid-users] proxy with no authentication but IP restrictions

Hi, i just have a quick question, we are planning to have a proxy and accomplish the following:
no authentication to use the proxy, but only a certain ip address range can use it
block certain websites and redirect the person to a webpage who tries to access it (the proxy will not be the firewall,our firewall is OBENBSD based fyi)

We are using mainly Windows 2000 Workstations with some versions of IE..

any quick comment would be appreciated.
