No.
If you run the push branch of Squid, which supports pushed content,
you can, however, write a cron job that pushes stuff back later,
to reduce later refetches.
pushcache.com sells software that makes it easier to do that, push
and Squid consulting, and support for the push branch and other
versions of Squid.
The branch itself is Open Source, like anything else based on Squid,
and is available from Sourceforge via the following commands:
cvs -z3 -d:pserver:anonymous@cvs.squid.sourceforge.net:/cvsroot/squid login
cvs -z3 -d:pserver:anonymous@cvs.squid.sourceforge.net:/cvsroot/squid co -r
push squid
