Your DNS can resolve names.
The forwarders directive tells BIND to prefer using your ISP DNS to resolve
names.
The resolv.conf tells Squid to first try to use your DNS server for resolving
DNS names, and if that fails (your DNS not running or whatever) try the ISP
DNS server.
