The binary is not the expensive thing. You can download
the sources and library, you have to link squid with,
AFAIK for free. The expensive thing are the URL
lists. The manufacturer updates the lists once per
week and sends you an username/password with the
contract to download them via ftp.
They offer different contracts, depending on how many
clients you have and on how many years the contract
will run. In 1998 we bought an updatecontract over 5
years for unlimited users and payed DM 40000.-
The prices are higher now. Just to give you an idea
about the costs :)
