Can you access the site from the Squid server machine? (use lynx or
another simple browser, without proxy configured).

Quote likely the side has a misbehaving firewall.

What OS do you run Squid on? If Linux then try disabling ECN (echo 0
>/proc/sys/net/ipv4/tcp_ecn) or timestamps (echo 0 >/proc/sys/net/ipv4/tcp_timestamps) as these options sometimes confuses wrongly implemented firewalls.
