This somewhat odd request is actually a case the Squid FTP state machine
is supposed to deal with. The action taken is creating directories only.
However, this bug has most likely existed as long as the feature has
existed, introduced during the Squid-2.3 timeframe (or in the old
Squid-2.2-hno patchsets).
