I had a similar problem .. enabled ip cef on the router and the problem
cleared up.

        I have a 3600 router, I have enabled wccp version 1 on it,
its work fine, it sees my cache immediately and redirect web packets to
my cache, but there is a very interesting behavoiur:
        my router works very very slow, its mearly doesn't work. did
anubody has a similar problem?
