protocol 47 != tcp or udp port 47.
protocol 47 is the gre protocol... so it looks like dialup.sx.com.au is
filtering their internet traffic, and has included gre in the blocked
protocol types (or has not added it to the allowed traffic rules).

Someone changed something, somewhere on or between the wccp intercepting
router and the proxy server.
