I think so, but I am not entirely sure I understand your question.
Proxies are application level, independent from NAT, and client
connections are independent from server connections.

If they can reach the proxy, then they can instruct the proxy to fetch
the requested resource for them.

If the proxy can reach the requested resource, then it can do so
independently from how the user reached the proxy.
