The description is wrong. The directive is used as it is named. It sets
the address used for any outgoing UDP packets, except those that are in
direct reply to other received UDP based queries.

Generally udp_outgoing_address should not be set, but in some odd cases
one migt want to set it, but then usually to the external IP.
