Have you thought about using WCCP? If that's not an option, you can set
up a script somewhere on your network to echoping through the cache
occasionally...and if it stops responding, log into the Cisco and change
the policy routing (there are probably other ways to trigger such a
change, but I'm not an expert on Cisco gear).
