i have already solved it by script/code that download RIPE database,
extract from them all subnets in poland and generates acl's definition.
the problem is that output data is about 60kB of config (!!!) and this
datafile is 20MB gz fetched from SLOW ftp.ripe.net.
i've heard that using AS info would be easier as there is much less AS'es
than subnets.
