ip_gre comes with the stock kernel, you have to recompile. But if the
only one thing you need is support to WCCP, download one of this patches.

"Transparency" is part of ipchains in 2.2.x (Transparent proxy support)
or iptables in 2.4.x (REDIRECT module)
