Check up the cache_effective_user tag in squid.conf..if it is nobody..the
squid directory and the necessary files should be owned by nobody (both
owner and group)
then run /usr/local/squid/bin/squid -z ...this command will create the
required swap directories named cache under /usr/local/squid...
Then execute /usr/local/squid/bin/squid
now check the cache.log file for any errors
