With this command you are defining mama.indstat.edu as your proxy server in
port 80.
I really doubt this would work.

This should work.
Is you squid running?
Have you defined the ACL list to at least allow access to the machine you're
using to test squid?
Didn't you change the port from 3128 to any other thing?
Remember to check your cache.log to see if it shows up any information,
specially the word DENIED.
I know this look more like questions than answers, but I'd check them.
