I'm using multiple Squid servers to achieve this. My border Squid
proxies are compile with ping enabled, and my core Squid proxies query
those ping times. Admittedly, this is poor mans load balancing, but it
works quite well.
If you want to achieve the same thing with just one box, you will need
kernel support to achieve this. It is not trivial, and certainly not
portable between Unix implementations.
