Where one of the new features are a quite rewritten internal mechanisms
for talking to the disk store, to allow for other disk store methods to
be more easily implemented.

It is more than only new features. Certain things have been rewritten
(and will be further rewritten in Squid-2.5) to allow for new features.
Program development is not only adding new features, it is also revising
the features you already have, and extending the general framework of
things to allow for new features to fit.
