Sure.
I made a directory under the squid/bin dir called cgi-bin and copied cachemgr.exe in there. (this is so no smart alec runs squid as
a cgi script :])
then I added a new virtual directory /squid, pointing to drive:\path\to\squid\cgi-bin with permissions
no read, no write, no browse, no index,
execute permissions scripts & executables.
