[SQU] maximizing delay pools...

Hi! I am planning to implement a delay pool system
wherein I can limit the traffic if on downloading
exe, mp3, tar and other large files that eat up the
bandwidth and also limit the maximum number of
connection (active browser) of every user. I have
already re-compiled squid with --enable-delay-pools
parameter.
Any idea would be of great help.
