First: ps -ef | grep squid and then get its process id. At last:
echo "process id of squid" > /usr/local/squid/logs/squid.pid

My squid.conf configured as follows:
cache_effective_user squid
pid_filename /usr/local/squid/logs/squid.pid
Definitely the squid.pid is there.
Any other ideas ?
