If I am not wrong that patch is already in the snapshot you are using.
What you most likely are seeing is that the parent are on the edge of
being overloaded, and quite often refuses the connection. When this
happens Squid will retry some times.
If enought failures are seen the Squid will declare the parent as dead
for a while. This will be logged clearly in the cache.log.
