Squid works fine without a DNS server as long as you don't use any
features requiring DNS data.
To get a easier going, build squid with --disable-internal-dns. On most
platforms this will allow Squid to use /etc/hosts for the few things
you'd like to have names for (parents and such things..).
Note that when you don't have DNS available then you must start Squid
with the -D option to skip DNS checks at startup.
