[SQU] Squid 2.4 Stable

I've been running Squid 2.4 devel/head build's for a month or so, very
stable (even moreso then my 2.3Stable4, under heavy load with DISKD (a
godsend), how much longer before it's it's stamped STABLE, and we can
all put the 2.3xx series in the grave, where it belongs.
