1. Set a defined ICP timeout instead of using the automatic procedure.
2. TCP connection failures are a sign of overload. Quite likely your
Linux installation is not tuned properly. 1500/min is quite close to
what the default configuration of Linux is suitable for. See
http://squid.sourceforge.net/hno/linux-lfd.html, and consider enabling
async-io if you haven't already (Squid version 2.2.STABLE5-hno currently
recommended for async-io.)
