Delay pools after upgrading

My delay pools config used to work prior to upgrading to 2.3-STABLE3 from
2.2-STABLE5. My config looks like this:
 
acl slowdown dstdomain hotmail.com
delay_pools 1
delay_class 1 3
delay_access 1 allow slowdown
delay_parameters 1 70/70 70/70 70/70

Also, does it matter that the delay_pools parameter is listed AFTER the
http_access line? i.e. does order matter in the config file?
