ACL

I have a question.

One PC (user A) is configured to use the proxy, with an ACL with the IP of
the PC, i restrict a list of sites that he cannot see, so that PC (A)gets
filtered.
But from time to time (random) his partner (user B) uses his PC and B needs
access to everything.
How would you do this?
Is there something like:
The proxy (or something) asks for a username/password, if you are on this
(A ) list you get filtered if you are on list B you get full access.
