[ANNOUNCE] squid 2.4 port for windows

For anyone who is interested, there is now a maintained version of squid 2.4
dev ~3. It can be obtained via CVS from http://squid.forgeforge.net or you
can get a tarball and other information from
http://www.ideal.net.au/~collinsdial/Squid2.4.htm

I cannot load test this from where I am developing it, but I believe all the
performance issues with squid on NT have been resolved in this edition. (I'm
not going to call it a release, it's a port of a development version...) so
anyone who has windows machines (95/98/nt/2000) please try it out, feedback
is solicited.

Note: This port uses the excellent GNU toolchain port for windows (CYGWIN),
http://sources.redhat.com/cygwin , and I have no plans to build a version of
squid that doesn't use it. Building a completely separate port will increase
the time needed to incorporate new features into the port, and my goal is to
keep the port at latest level.

I also recommend the use of NTFS volumes for the cache dirs, or for non-NT
users, FAT32. Do not use FAT volumes! FAT volumes have very large allocation
units, and a limited number of files per volume.
