You definitely do not need a parent cache.
Depending on the version of Squid, it may or may not use the external helper
app, dnsserver. This simply uses whatever DNS settings the machine has
(/etc/resolv.conf).
You can specify the DNS servers to be used within the squid.conf file
dns_nameservers <IP LIST>
