download+usersignature

Hi all,

I have a headache with this accescontrol stuff :-(. No matter how I
tried
my user keeps downloading in a exaggerated way. The only stuff what is
allowed to be downloaded are jpg, gif and other similar file types.
I want to make (if it possible) an accesscontrol in which I deny ftp
and download but if the guy gives a name (his name) then the download
is allowed and this "transaction" is logged in access.log along with his
(her) name. It is possible something like this ?
