Because these are performance knobs, and depends on the type of
filesystem used. For normal UNIX filesystems the defaults is fine, but
if you have a filesystem storing files in a more intelligent directory
structure then there might be a benefit to store more objects in each
directory (increase L2, decrease L1).

For small caches (<1GB) there is also a benefit in decreasing both
values.
