Check you have compiled squid with snmp support ("configure --enable-snmp").
Check your snmp port setting in squid.conf ("snmp_port 3401" is default) -
either change this to 161 or change your mrtg.cfg to probe on port 3401.
Also check your snmp_access settings in squid.conf.
