Access control on amount of connections

I'm running a RedHat 6.1 system with Squid 2.3 STABLE2 with
proxy_authentication (NCSA).

Can this be done, to make a Access Control on how many connections a
user have to the proxy-server.

Let's say evey user only is allowd to have one http/ftp connection. How
can I get that to work.

Or can it NOT be bone. :-(
