cgi access denied in accel mode

Hi all

We are an ISP running squid on a Solaris server in accelerator mode,
caching an NT web server. When submitting asp or cgi form data we get
Access Denied, eg submitting a mailform - www.apcwomen.org/f_ojoin.html:

While trying to retrieve the URL:
http://www.apcwomen.org/cgi-bin/mailform.exe

The following error was encountered:

Access Denied.

Access control configuration prevents your request from being allowed at
this time. Please contact your service provider if you feel this is
incorrect.
========================================================================

The user guide says squid goes direct with cgi and asp.

The section from the access log says:

[squid server ip address] - - [22/Feb/2000:13:21:30 +0000] "POST
http://www.apcwomen.org/cgi-bin/mailform.exe HTTP/1.0" 403 1028
TCP_MISS:NONE

[ip address of client] - - [22/Feb/2000:13:21:30 +0000] "POST
http://www.apcwomen.org/cgi-bin/mailform.exe HTTP/1.1" 403 1082
TCP_MISS:DIRECT

we have checked the faq user guide but most info is regarding proxy mode.
