You can adjust the percentage when formating or later with tune2fs.

*HOWEVER*, you probably *DO NOT* want to do this. The fragmentation
resistance of ext2 only functions when you have enough free space. 5% free
is a good buffer. Less then that, and you will suffer increased
fragmentation.
Defragmenting an ext2 volume is not easy either (there is no current
defragger, the best way is to backup and reformat).
