Proxy Authentication again

Hi again,
I have the proxy authentication installed and working, but would like to use
chpasswd.cgi from Pedro Orso. I have it installed (configure and make - see I
do learn!). But have run into a problem, I consistently receive a 'You are not
authorized to change your password' message in the browser.
I have set permissions as described in the readme and have created an
ipauth file that contains 192.0.0.0 which should allow all our IP addresses.
So does anyone know where else I could look?
