I think you compiled squid as root. Now the directory squid is in is owned
by root and squid is running as another user (user nobody or squid or
something, you don't want to run squid as root for security reasons) so
what you have to do is to change the ownership of the directory squid is
in.
#chown -R nobody.nogroup /usr/local/squid
and then run squid again...
