I see two possibilities: one, you replace the error page with HTML that
causes browsers to launch new, small "pop-up" windows with the error
message, or two, you modify Squid's source to return some kind of error
code to the browsers that triggers one of the browsers' internal error
conditions.
I would not recommend either of these options.
