Splitting from Squid1 to Squid2

I have two Squid working on two different "systems" and a third proxy
outside my network.

The outside proxy doesn't support ICP while the other two Squids work in
parent "never_direct"; they are in chain, but the outside one has some
problems.
I would like that all the traffic would turn on the fastest line (I have two
connections to Internet); the first one should check timeout requests (I
must have the chance to set the timeout), and decide to make itself working
or turn to the other connection.
