I suggest you look at the adzap package by Cameron Simpson. Most of
the work of figuring out what's a banner ad is done for you if you use
that. If you don't use it, it will still give you some good examples
of how to proceed.

I've got a bunch of users testing it, including most of the system
staff here, and they love it. The only problem with the default
install is that its default replacement gif is as visualy annoying as
most ads; I changed it to use a 1x1 transparent GIF, and the web has
been more peaceful-looking than I've seen it in years.
