SNMP With 2.3S1

What parameters must I enable to get SNMP running properly under 2.3S1? I
have the following options enabled:
acl snmppublic snmp_community public
snmp_port 3401
snmp_access allow snmppublic all

And when I do an snmpwalk I get the following:
jbeley@intrepid:~$ snmpwalk -m mib.txt -p 3401 proxy community
End of MIB

The proxy is on my local subnet with no filters to my network.
