Yes.
never_direct for resources outside the firewall
always_direct for resources inside the firewall
always_direct has higher precendence than never_direct, so you can
specify "never_direct allow all" and then make exclusions for your local
servers with always_direct.
Squid-1.1.X also required configuration when inside a firewall or it
would show eactly the same symptoms.
